Cap Redesign for PR.
A little more... army -ish. Striped face-paint, and US flag symbols here and there. He has an unpainted shield, for now...
This is more of the Guerrilla-Warfare version of Cap.

During the World War II era an inexperienced, young, brash and reckless Steve Rogers goes to Wakanda to "ask" them to allow the US access to their tech and Vibranium supply.

Black Panther teaches him a lesson, but sees the Captains potential and tells him that he will need to be a symbol for his country, the way the Black Panther is for Wakanda. Steve takes this lesson to heart and this brings him closer to being the icon that his nation needs.

Ya know, I can totally dig the whole "I need to be a symbol for my country" *dons gaudy red-white-blue costume* thing, and I can understand "hey, these guys are normal, and wear camo. Maybe since I have an indestructable sheild, and I am the perfect male specimen, I should wear an awfully noticeable costume to draw even more fire away from them. This way, they can covertly shut down enemy opeations while I'm taking the heavy damage." and both suits in First Avenger were epic beyond belief but DAMN! Where the hell is THIS Cap??

Thanks! I can't take full credit for it, since there is a story I think along these lines, in a Black panther story. Can't remember which one but I'm sure Romita Jr drew it.
